Hazardous Materials Handler Submit/Certify Annual Business Plan

Who can use this service?

This service is available to operators of facilities who handle and store hazardous materials above threshold quantities and are regulated by the Environmental Health Services Division.

Is there a charge for this service?

This service is provided free of charge.

What is the process?

Step 1: Review Eligibility Flowchart

Review the HMBP Program Eligibility Flowchart to determine whether you qualify for the program.

Step 2: Choose Electronic Submission Website, Create Account

To submit or certify your hazardous materials business plan electronically, choose one (1) of the sites indicated below. If you have previously submitted an electronic business plan, it is recommended that you continue to use the same site you previously used. If you have not previously submitted an electronic business plan then you will need to create an account to begin the process.

Step 4: Fill out electronic submission forms

The forms required to be filled out depends on the type, storage, amount, treatment, etc. of hazardous materials handled at your facility. Forms will be available based on the information you provide on the business activities form when you begin your electronic submission. 

Additional information, such as site maps, emergency response plans, and employee training plans may be uploaded. 

Step 5: Submit the forms

When you have completed filling out all the forms, submit your information for review.

Step 6: Await Inspector Approval

Within fourteen (14) days you should receive an automated email response after the review is complete with either confirmation that the forms were accepted or with instructions of additional information or changes that are required.

When and where is this service offered?

This service is available online. Electronic submission of your hazardous materials business plan is required every twelve (12) months or within thirty (30) days if new inventory is added, increased 100%, or if emergency contact information changes.

Storage of hazardous materials above the following indicated quantities requires regulation by Environmental Health Services.

  • Liquids - 55 gallons
  • Solids - 500 pounds
  • Compressed gasses - 200 cubic feet
