The Grievance Process - Where people are concerned, friction or misunderstanding can develop. The County provides for resolving such problems through a grievance process. Employees should make every effort to discuss and resolve a grievance with their immediate supervisor. If the grievance is not resolved at that level, an employee may pursue the matter with the department head and ultimately the Civil Service Commission or Board of Supervisors. The employee has the right to be represented at a grievance hearing. Details of the procedure and appropriate forms may be obtained from the employee's department or County Human Resources Department.

Workplace Violence Awareness Policy - The County of San Luis Obispo will not tolerate violent acts or threats of violence, either verbal, written or implied, toward employees by other County employees, clients or members of the public.

Freedom from Discriminatory Harassment - As a County employee you are guaranteed freedom from discriminatory harassment. Sexual harassment is a form of prohibited discriminatory harassment which includes, but is not limited to, unwelcome sexual overtures by an employee, supervisor or manager, whether written, verbal, physical or visual. Appeal from Disciplinary Action - A department may take disciplinary action against one of its employees based on poor performance or conduct. Such action may take the form of a written reprimand, suspension, salary reduction, demotion or the most severe -- dismissal. Employees in classified service having permanent status (those who have successfully completed the probationary period) may appeal the disciplinary action to the Civil Service Commission. The process generally is as follows:

A.  A written document called a Notice or Order is directed to the employee with a copy going to the Human Resources Department. This order must include a statement of the action begin taken, the effective date of the action, a statement in ordinary, concise language of the acts or omissions upon which the action is based and a copy of Rules 4 and 14 of the Civil Service Commission.

B. Within ten working days of service of a final written order, the employee may appeal through the Personnel Director to the Civil Service Commission. The appeal must be in writing on approved forms and set forth the facts upon which the appeal is based and the relief requested. The employee has the right to be represented in the appeal.

C. Within 20 business days from the filing of the appeal, the Commission shall commence a hearing and either affirm, modify or revoke the action. For more information, see Rules 14 and 4 of the Civil Service Rules or contact Personnel at (805)781-5959.
