I'm Supervisor Frank Mecham and my Legislative Assistant is Vicki Shelby. Together, we will be the ones you most often work with when you have questions or concerns regarding issues in the First District. We hope to provide you with a few facts about our District and give you some answers to some of the most frequently asked questions. In addition, we hope to provide you with the means to find the information you desire and try to keep you as current as possible about projects in District One. Memorial Day Speech - A Legacy of Liberty. In the opening lines of the poem “In Flanders Fields”...In Flanders Field, the poppies blow/Between the crosses, row on row...” was the inspiration for Moina Michael’s idea of wearing red poppies on Memorial Day. When the Overseas War Secretaries met at the annual conference in New York City before the Armistice was signed at the end of WWI, the delegates gave Ms. Michael’s $10 in recognition of her help with the conference. She took the money and spent it on 25 red silk poppies to hand out to participants. (Some say she made them herself.) From there she began her campaign to make the poppy a national symbol of remembrance.
