“A vision of every child living in a safe, stable, permanent home, nurtured by healthy families and strong communities.”
Eight predominant situations have been identified by the Child Welfare Services Stakeholders Group as most likely to characterize vulnerable families who face challenges in providing safe, nurturing environments for their children:

  1. Chronic Neglect
  2. Young Children (0-5)
  3. Homelessness
  4. Alcohol and Drug Abuse
  5. Domestic Violence
  6. Mental Health
  7. Poverty
  8. Sexual Abuse

Staff who work with Vulnerable Families need to establish a unified framework among all individuals involved to promote early identification, customized intervention and sufficient aftercare for these vulnerable families and children. Vulnerable Families services will begin with those families with Alcohol and Drug Abuse issues, recognizing that many of these issues are intertwined.
