San Luis Obispo County Drug & Alcohol Services Driving Under the Influence Program is mandated by the State to be self-supported through client fees. The DUI Program receives no General Fund Support. These programs are highly regulated, licensed and monitored by the State.

SLO County is one of the few California counties to conduct a Driving Under the Influence Program (DUI). The budgeting challenge for DUI is to manage the budget unit as an entrepreneurial enterprise within the constraints of a public organization.

For over two decades, SLO County has conducted its court-ordered Driving Under the Influence Program. This program typically enrolls 2,300 participants per year in First Offender, Second Chance, and other DUI programs. Eighty percent (80%) of clients rank their DUI program above satisfactory or excellent on the participant satisfaction survey.

San Luis Obispo County consistently ranks higher than the California average for adult arrests for driving-under-the-influence and adult arrests for alcohol violations. Observers attribute SLO County's ranking to alert law enforcement and the high percentage of college-age population among the general driving population. Although DUI arrests are high, SLO County's alcohol-involved motor vehicle accidents and hospitalizations are among lowest in the state. SLO County's DUI program is 20% more effective in reducing recidivism among the DUI population than the state average.
