"The County should establish an IT governance structure that will guide all aspects of the County's future IT environment and strategy. The goals of the recommended IT governance structure should be to:

• Align central IT services with County business needs
• Recommend demarcation of centralized and decentralized services as the environment changes
• Recommend enterprise IT architecture, IT standards, investment, and budgets
• Coordinate related departmental initiatives through "Communities of Interest" (COI)
• Provide external stakeholders an avenue for IT planning input through COI."
