Land Use and Circulation Element Update

The County of San Luis Obispo is developing two important projects for unincorporated towns and rural areas to improve energy and water efficiency, land use, transportation, and air quality: the Climate Action Plan (CAP) and the Land Use and Circulation Element (LUCE). These two projects are unique, but the issues they cover are related. For that reason, and to encourage internal efficiencies, County staff is gathering public input on both projects at the same time.

The CAP will focus on energy efficiency and conservation. The update of the LUCE, part of the County General Plan, will consolidate land use and transportation plans for the rural parts of the county, sustaining resources and encouraging more efficient development. Once these documents are completed they will contain policies and programs to help the county sustain its natural resources, grow efficiently, and meet state legal requirements to reduce greenhouse gas emissions.
