Driving Directions

  • If you are traveling from the south county to our SLO office, take Highway 101 north to the Osos Street exit.
  • If you are traveling from the north county to our SLO office, take Highway 101 south to the Santa Rosa Street exit. Take Santa Rosa Street south, then turn right on Palm Street.
  • If you are traveling from the south to our North County Service Center, take Hwy 101 to the Morro Road Exit, turn left onto El Camino Real, turn right onto Santa Ysabel Ave/CA 41, turn left onto Capistrano Ave.
  • If you are traveling from the north to our North County Service Center, take Hwy 101 to the Morro Road Exit, turn left then turn left onto Capistrano Ave.

Walk-in clients are welcome for both Building and Planning. A Plans Examiners and a Building Inspector are available at the public counter until 4:00 p.m. to answer questions and discuss your project. Appointments are scheduled for Planning only. About Us

The Planning and Building Department is made up of three primary branches (Building, Planning and Operations) that support the Department’s core service programs.

The Building Division administers building codes and is responsible for ensuring safe construction by reviewing and issuing building and grading permits, inspecting work at construction sites and administering of codes related to substandard housing violations and dangerous buildings. This Division also provides enforcement of the land use codes, nuisance abatement, and compliance assurance of conditions of approval on development projects. This Division staffs the Department’s Permit Center that provides information to the public about building, land use and land division codes and the County’s general plan.

The Planning Division includes Current and Environmental Planning that reviews proposals for rezoning, development projects, land divisions and energy projects and implements the California Environmental Quality Act. Current and Environmental Planning also prepares amendments to ordinances, reviews Agricultural Preserve Contracts and implements the Surface Mining and Reclamation Act. Long Range Planning updates and maintains the County’s general plan elements and Resource Management System, administers housing grant, economic development and energy efficiency programs.

The Operations Division is responsible for administration of all accounting processes, budget and fee preparation and overseeing human resource issues for the Department. The Operations Division also maintains a comprehensive geographic information / mapping system including the official land use category maps and provides support for the department's website, social media and permit tracking system.

Boards and Commissions- The department supports or partially staffs a number of county and community boards and commissions. The following is a brief discussion of the major boards and commissions and their makeup.

  • San Luis Obispo County Planning Commission - A five-member citizen commission appointed by the Board of Supervisors to act on behalf of the Board and make recommendations to the Board on planning matters. The current membership is as follows:
    • District 1- To be announced

    • District 4- Jim Harrison
    • District 5- Don Campbell
  • County Subdivision Review Board - A technical advisory board that acts on behalf of the Board of Supervisors and makes recommendations to the Board on subdivision related planning matters. It consists of appointed staff members from the Planning and Building Dept., Public Works Dept., County Fire Dept. and Air Pollution Control District. The current membership is as follows:
    • Public Works Dept. - Frank Honeycutt
    • Health Dept. - Leslie Terry
    • Environmental Division - Ellen Carroll
    • Air Pollution Control Dist. - Aeron Arlin-Genet
  • County Airport Land Use Commission - Advisory agency created to discuss, study and make recommendations related to problems associated with and surrounding airports within San Luis Obispo County. The current membership is as follows:

  • County Board of Construction Appeals - A hearing body whose members represent the construction industry, the design professions, and the general public. If a person wishes to appeal a code interpretation or decision of the building official, this board would hear such an appeal. Its decisions are final - that is, they may not be appealed to the Board of Supervisors.
