Phillips 66 Company Rail Spur Extension Project

 The staff report for the Phillips 66 Company Rail Spur Extension Project is complete and available for the Planning Commission hearing beginning February 4, 2016. The Planning Commission will also review the Final Environmental Impact Report (FEIR) which addresses the environmental impacts that may be associated with the 6,915-foot eastward extension of an existing rail spur off of the Union Pacific rail mainline, a crude oil railcar unloading facility, pipeline, emergency access road, and other support infrastructure at the Phillips 66 Santa Maria Refinery (SMR). Copies of the FEIR are available for review as well at the Planning Department and public libraries throughout the County.
