Frank L. Freitas, a Certified Public Accountant is the San Luis Obispo County Treasurer, Tax Collector, and Public Administrator. As County Treasurer, Frank manages the County’s Investment Pool which averages over $550 Million, as Tax Collector collect’s over $450 Million in Property Taxes, and as Public Administrator administers decedent estates where no other qualified person is able or willing.

Professional Service

Frank was first elected to public office in 1978. Prior to that election he was appointed to the office in 1977 by a unanimous vote of the County Board of Supervisors. He was reelected in 1982, 1986, 1990, 1994, 1998,  2002, 2006, and 2010.

In addition to managing the combined elected offices he is the President of the San Luis Obispo County Board of Pension Trustees for 2012. He served as Executive Secretary for the board from 1984 to 1990, and has served as Chairperson of the Pension Trust Real Estate Investment Committee.

Accomplishment Examples

Frank has always worked to improve department systems and operations. Over the years Frank has been active in working with new technologies. He acquired his first professional computer in 1981. He took post graduate classes at Cal Poly in Computer Science. He developed programs that he later used at the office and he became a leader in the use of computers. He developed and participated in the development of systems to increase the efficiency of the office. These programs include a Treasury Investment Program (at the time the only commercially available program sold for $60,000), Tax sale systems, and a public access online “tax look up” and payment system, which received a Merit Award in 2011 from CSAC (California State Association of Counties). 

Frank’s department produced and hosted the first County wide website, and Frank currently serves on the County’s IT-Executive Steering Committee.

Professional Associations

California Association of County Treasurers and Tax Collectors

In 1983-84, Frank served as President of the California Association of County Treasurers and Tax Collectors. He has also served the Association in many other offices. Frank was issued a Certificate of Professional Career Development from the Association.

This Association named Frank the Treasurer-Tax Collector of the year for 1997-98.

Frank also received an award from the Association for his work as a member of the Special Legislative Committee on the Orange County Investment Crisis. The award was “for outstanding, dedicated and invaluable contribution during the 1995 California Legislative Session”.

In 2011, Frank's department received a Merit Award from CSAC (California State Association of Counties) for TOW (Taxes on the Web), which is a public access online tax "look up" and payment system. Frank led the development to improve this system developed by department staff without the cost of consultants.

Other Professional Associations

  • Frank is a member of the California Society of Certified Public Accountants.
  • Frank previously served on a statewide committee on governmental accounting.
  • He received his Certificate from the State Board of Accountancy in 1972.
  • From 1969 through 1973 Frank was employed by both national and local CPA firms.
  • Frank was recently named President of the Pension Trust for 2012. 

Education

Frank is a 1969 graduate of Cal Poly, San Luis Obispo, where he earned his Bachelors Degree in Business Administration with a concentration in Accounting. The accounting faculty of the School of Business presented Frank an Outstanding Accounting Alumni Award in June of 1990.

In 1968 he earned an Associate of Arts Degree in Business Administration from Cuesta College.

Frank graduated from Arroyo Grande High School and from Frances Judkins Elementary School in Pismo Beach.

Civic Associations

Lions Club

The Arroyo Grande Lions Club provides funding for youth groups, community programs, scholarships, and also sponsors a high school level speakers contest, the Lions Club Student Speakers Contest. Frank is active in the community as a member of the Arroyo Grande Lions Club. He is a past president of the club, and was named Lion of the Year twice, for 1988-1989 & 1999-2000. Frank has provided 40 years of service to the community through his membership.

San Luis Obispo Pilots Association

Frank is a member of the San Luis Obispo Pilots Association. He has been a member for many years and is currently serving SLO Pilots as the Association’s Secretary. He is on the Executive Committee team. SLO Pilots are working on Flight Safety, Public Education, and Airport issues such as security, noise, and public services.

Personal

Frank is married to Connie Freitas, an accounting graduate of Cal Poly. They have two children, Christina, a Certified Public Accountant who graduated from UCLA and earned an MBA at Cal Poly, San Luis Obispo, and Kenneth, who earned his BS Degree in Business Administration from Cal Poly, San Luis Obispo and is also a Certified Public Accountant.

Frank is a licensed pilot and enjoys flying his Piper Cherokee airplane in California and on trips outside of the state. He enjoys bicycling, walking, and reading, and keeping up with the latest in technology.
