The Department of Planning and Building Permit Center is closed to the public until further notice. Many services are available virtually. Please refer to our website for more information.  

Who can use this service?

Property owners, their authorized agents, and state licensed contractors acting on behalf of a property owner can apply for a construction permit.

What is the process?

Step 1: Apply Online

1. Access the Citizen Self Service (CSS) portal.  

(If you do not have a log in, you will need to register by selecting “My Account.” Contractors should begin by selecting “Guide for Contractors.”) 

2. Select Apply 

3. Select “Construction Permits” 

4. Find the appropriate permit type for your project 

5. Select Apply 

6. Follow the online instructions to apply for your permit and pay the appropriate fees. 

Is there a charge for this service?

Please refer to the Department of Planning & Building Fee Schedule for application fees.

When and where is this service offered?

This service is available throughout the year during regular business hours except during scheduled holidays.

Frequently Asked Questions

Can I apply online for a Solar Photovoltaic (PV) or Electric Vehicle Charging Station (EVCS) Permit?  

Online applications for PV or EVCS permits may be submitted through our Citizen Self Service(CSS) portal.

Download the permit application for online submittal, sign it electronically and submit it via the portal. 

 

How long will it take to process my permit?

You will hear from us within 5 business days with corrections or permit issuance. If your project has corrections, we will provide a detailed report explaining the deficiencies.

 

 

Will I need the approval from my housing association for a Solar Photovoltaic System or Electric Vehicle Charging Station?

The PV or EVCS project review is limited to health and safety requirements found under local, state and federal law. The County of San Luis Obispo Building and Construction Ordinance states that PV and EVCS permits do not require association approval (Title 19, Section 19.09.019.f.)
