New Permit Tracking and Land Management System Coming Soon

The Department of Planning & Building is getting a robust new permit tracking and land management system to improve operations and responsiveness. Due to the transition, system outages will occur on a national holiday weekend, February 9th through February 15th. We thank you for your patience.
UPDATE as of February 15th, 2018:
The San Luis Obispo Permit Center (downtown) is open to answer questions during regular business hours, but is not anticipated to be open for permit issuance until Tuesday morning 2/20.
Following 18 months of a diligent and coordinated effort, the Department of Planning & Building will replace its current outdated permit tracking system with a modern and robust permit tracking and land management system software called EnerGov.
“We appreciate everyone’s patience as we replace our old system with this new one,” said Interim Planning & Building Director Marvin Rose. “We strategically chose to do this on a three-day weekend to cause as little disruption to our customers as possible. This new software has been a long time coming and we know our customers will ultimately benefit from the change.”
The new EnerGov system will improve the experience for all users that navigate through the County’s land use process. EnerGov will increase transparency of the County’s land use permit, construction permit, and land management processes, while also enhancing data security, and serving as an easier tool for the public to use when accessing mapping and parcel/property information. The system will also improve the department’s operations behind the scenes, resulting in improved accuracy, efficiency, and responsiveness to the public.
This transition also sets the stage for a “Citizen Self Service (CSS)” tool that will allow the public to look up permit details, pay fees, and schedule building inspections.
The department's original permit tracking system was in place for more than 15 years. This transition to EnerGov requires that the department migrate data for more than 165,000 permits, 3,200,000 permit-related activities, and 842,000 permit conditions.
Due to the volume of this data, the department may need to restrict system activity during this time. Customers are advised to adjust their land use and construction permit-related activities accordingly. Details of system outages and service availability at both the San Luis Obispo and North County service centers (as well as online) are as follows:
- Department phone lines will be open during regular business hours, and the San Luis Obispo Permit Center (downtown) will be open for information only on 2/16.
- North County Service Center (NCSC) in Atascadero will be closed to the public for permit issuance, permit intake or fee payments starting Friday, February 9th through Friday, February 23rd.
- Inspections will be performed on Friday, February 9th, but no inspection services will be performed on Monday, February 12th and Tuesday, February 13th. Limited inspection services will resume on Wednesday, February 14th.
- Online Electronic Submittals will be unavailable beginning close-of-business (COB) on Friday February 2nd.
The mapping and parcel information functionality of PermitView will be replaced with LUView, and a very robust Citizen's Self Service (CSS) portal will soon be available for public viewing of permit information.
