Who can use this service?

Owners of single-family homes in San Luis Obispo, Santa Barbara, and Ventura Counties can use this service.

Is there a charge for this service?

Services provided by the emPower program are free. Home energy upgrades are provided by private contractors with prices that vary depending on the conditions of the home and the homeowner’s desired project scope of work.

What is the process?

Step 1: Schedule Visit

The homeowner schedules an Energy Coach site visit by calling (805) 781-5625 or by visiting

Step 2: Choose Upgrade

The homeowner chooses from several upgrade options to qualify for valuable incentives and low-cost emPower financing.

Step 3: Hire Contractor

The homeowner selects and hires a qualified contractor to qualify for emPower financing.

Step 4: Apply for Incentives & Financing

The participating contractor works with the homeowner to determine the scope of work and submit the application for the appropriate rebate or incentive program. The homeowner may apply for an emPower Home Upgrade Loan to finance the upgrade.

Step 5: Install Upgrades

Within 60 days of receiving authorization from the rebate or incentive program (and loan pre-approval if financing with emPower), the participating contractor installs the upgrade and submits required information to the rebate or incentive program.

When and where is this service offered?

This service is available throughout the year during regular business hours except during scheduled holidays.
