In 2016, PG&E decided not to renew the Nuclear Regulatory Commission licenses for the Diablo Canyon Nuclear Power Plant. As a result, the power plant will cease operating upon the expiration of the Unit 1 and Unit 2 operating licenses, in November 2024 and August 2025, respectively. PG&E then intends to begin decommissioning the power plant. PG&E submitted a land use permit application to the County in March 2021 for the decommissioning effort.
Land Use Application
On March 29, 2021, PG&E submitted a land use application for the decommissioning of the Diablo Canyon Nuclear Power Plant. County staff and relevant agencies reviewed the application to determine whether it contained sufficient information to enable staff to initiate the required environmental analysis pursuant to the California Environmental Quality Act. For the Diablo Canyon decommissioning, this will entail the preparation of an Environmental Impact Report (EIR). On April 28, 2021, a County "Information Hold" letter was submitted to PG&E identifying additional information which must be provided as part of their application.
Land Use Application Supplement
On July 8, 2021, PG&E submitted an application supplement addressing the information requested in the County's Information Hold letter. The application supplement also included project description changes made since the filing of PG&E's original March 2021 application. The County and relevant agencies reviewed the application supplement and an Information Hold letter was submitted to PG&E on August 9th requesting additional information.
PG&E's application and the application supplement can be accessed from the link below. Application sections and appendices that were revised in the July 2021 supplement are identified as "Revised". New information provided in the application supplement is identified as "New". Information that is not identified as "Revised" or "New" is from the March 2021 application and is unchanged.

Once the application is deemed complete, staff will develop a schedule for the preparation of the Environmental Impact Report.
