Local Hazard Mitigation Plan Update

The County is currently updating the 2014 Local Hazard Mitigation Plan (LHMP). The LHMP works in conjunction with other County plans, including the General Plan, and other hazard mitigation plans developed for specific programs such as flood control and fire prevention. 

The County of San Luis Obispo, San Luis Obispo County Flood Control and Water Conservation District, and the Cities of Arroyo Grande, Atascadero, Grover Beach, Morro Bay, Paso Robles, Pismo Beach, and San Luis Obispo all have existing LHMPs that need to be reviewed and revised every five years. The development of a new Multi-Jurisdictional LHMP will enable all participating jurisdictions to update and enhance their LHMPs in a combined and coordinated approach. This project will also include the following districts: 

  • Eight Community Service Districts: Avila Beach, Ground Squirrel Hollow, Heritage Ranch, Los Osos, Nipomo, San Miguel, San Simeon, Templeton
  • Three other Special Districts: San Luis Obispo County Flood Control and Water Conservation District, Cayucos Sanitary District, Port San Luis Harbor District
  • Incorporation of the Oceano Community Service District LHMP, which is concurrently being developed separately.

The County LHMP will allow the region to mitigate the impacts of hazards based on current and expected future conditions, creating a more resilient county in the face of increasingly severe, frequent, and costly disasters.

Safety Element Update – General Plan

The County is also embarking on an update to the General Plan’s 1999 Safety Element. While the Safety Element Update and LHMP have different requirements, the subject material overlaps significantly. The County desires the two plans to be consistent and mutually reinforcing.

The Safety Element addresses a wide range of natural and human caused hazards and consists of goals and policies aimed to reduce the risks associated with these hazards such as loss of life, injuries, property damage, and economic and social dislocation. The update consists of a comprehensive update to the existing element, which was adopted in 1999. The update will comply with the following recently enacted State mandates:

  • SB1241 – Fire Hazard Safety
  • SB379 – Natural Hazard Adaptation and Resiliency
  • AB2140 – Integration of Local Hazard Mitigation Plan (LHMP)

The Safety Element Update will help the County plan for a prosperous community.
