CARES Act, COVID-19 Public Review and Comment Period

Public Review and Comment Period for CARES Act and California Homelessness Coordinating Finance Council COVID-19 Related Draft Funding Recommendations and Substantial Amendments to the County of San Luis Obispo 2015-2019 Consolidated Plan, the 2019 Action Plan and Amendment to the Community Participation Plan

On March 27, 2020, the United State Congress passed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act, H.R. 748).  The bill provided additional funding to rapidly respond to COVID-19 and the economic and housing impacts caused by the pandemic.  All CARES Act related funding awards under this notice must prevent, prepare for, and respond to the coronavirus.  Funding from the California Homelessness Coordinating and Finance Council are intended for investments into COVID-19 prevention and containment efforts for shelter, including, but not limited to, medially indicated services and supplies, such as testing and hand washing stations, enhancements to existing shelter facilities, and expanding isolation capacity.

Both the County’s Department of Planning and Building and the Department of Social Services were notified of the award of CARES Act funds.

Required Actions per the CARES Act Funds Administered by the Department of Planning and Building

Supplemental funding for the Community Development Block Grant (CDBG) Program and the McKinney-Vento Homeless Assistance Act Emergency Solutions Grant (ESG) program designed to help communities and homeless assistance programs to prevent, prepare and respond to the current crisis. The County of San Luis Obispo was recently awarded $1,099,800 in supplemental CDBG funds (hereinafter “CDBG-CV”) and $563,034 in supplemental ESG funds (hereinafter “ESG-CV”) as an ESG entitlement community.

A substantial amendment to the 2015-2019 Consolidated Plan and to the 2019 Action Plan are necessary to receive additional CARES Act funds under the Community Development Block Grant (CDBG-CV) and Emergency Solutions Grant (ESG-CV) programs. 

In addition, a substantial amendment to the County’s Community Participation Plan is required to implement the CARES Act truncated public review and comment period and public hearing requirements.  The U.S. Department of Housing and Urban Development (HUD) waived this requirement provided that no less than five (5) days are provided for public comments on each substantial amendment and also waived the public hearing requirement if the amendment process is conducted via a virtual public hearing.

Required Action per the CARES Act and the California Homelessness Coordinating and Finance Council COVID-19 Related Funds Administered by the Department of Social Services

The County of San Luis Obispo recently received supplemental funding from the California State ESG-CV funding in the amount of $468,000.  Also, the California Homelessness Coordinating and Finance Council (HCFC) awarded $289,009 in funding through the HCFC’s COVID-19 Emergency Homelessness Grant to the San Luis Obispo Continuum of Care (CoC). 

The County Department of Planning and Building acted as the lead agency in preparing the substantial amendment to the 2015-2019 Consolidated Plan and the 2019 Action Plan, and to the Community Participation Plan, and consulted the Department of Social Services, County Health officials, collaborated with representatives from the cities of Arroyo Grande, Atascadero, Morro Bay, Pismo Beach, Paso Robles via the Inter-Agency Review Committee and the Homeless Services Oversight Council (HSOC).

The County Department of Social Services acted as the lead agency in preparing the funding recommendations for the State ESG-CV and HCFC funds, and consulted with the Department of Planning and Building, County Health officials and the HSOC.

The County of San Luis Obispo hereby gives notice that the following public review and comment period to examine and consider the following actions:

  • Substantial amendments to the County of San Luis Obispo’s 2015-2019 Consolidated Plan to add CARES Act funding
  • Substantial amendment to the 2019 Action Plan Draft Funding Recommendations to award the new CARES Act funds to prevent, prepare for and respond to COVID-19 needs
  • Amend the County’s Community Participation Plan to allow flexibility to immediately respond to the COVID-19 emergency
  • State ESG-CV Draft Funding Recommendations to award the new CARES Act funds to prevent, prepare for and respond to COVID-19 needs, and
  • California Homelessness Coordinating and Finance Council Draft Funding Recommendations intended for investments into COVID-19 prevention and containment efforts for shelter, including, but not limited to, medially indicated services and supplies
