New Development Plumbing Retrofit Verification
What is this service?
The Retrofit-to-Build Program (Title 19) requires all new development that will use water from the Los Osos Groundwater Basin to offset its expected water use at a 2:1 ratio. This offset is achieved by replacing existing plumbing fixtures and water-using appliances used elsewhere in the basin with more efficient fixtures and appliances.
Who can use this service?
Anyone building a new structure that will use water from the Los Osos Groundwater Basin is subject to the requirements of the Retrofit-to-Build Program.
Is there a charge for this service?
The developer is responsible for the cost of the required replacement fixtures.
What is the process?
Step 2: Review Verification
Staff reviews the verification forms to ensure that all required information is complete and correct.
Step 3: Issue Certificate
Once the verification has been approved by staff, a Title 19 Certificate is issued to the developer via email.

This service is available throughout the year during regular business hours except during scheduled holidays.
