Plumbing Retrofit Program in Paso Robles Groundwater Basin
What is this service?
The County has partnered with the Wallace Group to administer and operate the Plumbing Retrofit Program, which replaces high-flow plumbing fixtures with low-flow plumbing fixtures in homes that are located within the Paso Robles Groundwater Basin area with the goal of reducing daily water use in the area.
Who can use this service?
The Plumbing Retrofit Program is available to homeowners within the Paso Robles Groundwater Basin (PRGWB) area. The following fixtures are eligible for replacement through the program.

||More than 1.6 gallons per flush (GPF)
||More than 1.5 gallons per minute (GPM)
||More than 1 gallon per minute (GPM)
Is there a charge for this service?
This program is available at no cost to the homeowner; however, participants will be accepted on a first come, first serve basis due to limited program funding.
What is the process?
Step 1: Contact Staff
A homeowner calls the Department of Planning & Building at (805) 781-5600 to determine if their property is eligible to receive free low-flow replacement plumbing fixtures. If eligible, the following information will need to be provided:
- Homeowner's full name;
- Homeowner's telephone number;
- Homeowner's email address;
- Homeowner's property address; and
- Details and/or specifications for existing fixtures in the home.
Step 2: Install Fixtures
A licensed plumber will contact you to schedule a time to install replacement fixtures.
When and where is this service offered?
This service is available throughout the year during regular business hours except during scheduled holidays, subject to program funding availability.
