Plumbing Retrofit Program in Paso Robles Groundwater Basin

Who can use this service?

The Plumbing Retrofit Program is available to homeowners within the Paso Robles Groundwater Basin (PRGWB) area. The following fixtures are eligible for replacement through the program.

Fixtures Eligible for Replacement
Fixture Type Existing Water Use
Toilets More than 1.6 gallons per flush (GPF)
Showerheads More than 1.5 gallons per minute (GPM)
Faucet Aerators More than 1 gallon per minute (GPM)

What is the process?

Step 1: Contact Staff

A homeowner calls the Department of Planning & Building at (805) 781-5600 to determine if their property is eligible to receive free low-flow replacement plumbing fixtures. If eligible, the following information will need to be provided:

  • Homeowner's full name;
  • Homeowner's telephone number;
  • Homeowner's email address;
  • Homeowner's property address; and
  • Details and/or specifications for existing fixtures in the home.

Step 2: Install Fixtures

A licensed plumber will contact you to schedule a time to install replacement fixtures.

Is there a charge for this service?

This program is available at no cost to the homeowner; however, participants will be accepted on a first come, first serve basis due to limited program funding.

When and where is this service offered?

This service is available throughout the year during regular business hours except during scheduled holidays, subject to program funding availability.

Frequently Asked Questions

What fixtures are eligible for replacement and what should they be replaced with?

The following fixtures are eligible for replacement:

  • Toilets that use more than 1.6 gallons per flush (gpf);
  • Showerheads that use more than 1.5 gallons per minutes (gpm); and
  • Faucet aerators that use more than 1 gpm.​

Older fixtures will be replaced with the following:​

  • Toilets will be replaced with new 1.28 gpf models;
  • Showerheads will be replaced with new 1.5 gpm or less models; and
  • Faucet aerators will be replaced with new 1 gpm models.
