Retrofit-to-Build Program (Title 19)

Who can use this service?

Anyone building a new structure that will use water from the Los Osos Groundwater Basin is subject to the requirements of the Retrofit-to-Build Program.

Is there a charge for this service?

The developer is responsible for the cost of the required replacement fixtures.

What is the process?

Step 1: Submit Verification

The developer submits a completed retrofit verification form (LNG-1018) and supporting sending site verification forms (LNG-1016 for washing machines and/or LNG-1019 for plumbing fixtures) to [email protected].

Step 2: Review Verification

Staff reviews the verification forms to ensure that all required information is complete and correct.

Step 3: Issue Certificate

Once the verification has been approved by staff, a Title 19 Certificate is issued to the developer via email.

This service is available throughout the year during regular business hours except during scheduled holidays.
