New Probation Department Building
The Board of Supervisors has approved moving forward with a New Probation Department Building project. The new building will replace the Probation Department’s main office in San Luis Obispo on Bishop Street, referred to as Casa Loma. The Casa Loma facility was built in 1940, is in need of constant repair, short on space and ill-suited for today’s Probation Department needs. The new facility will be a state-of-the-art facility that will meet the Probation Department’s needs for decades to come.
This project will design and construct a new Probation Department office building to replace an ill-suited facility and serve the needs of a modern and growing County of San Luis Obispo Probation Department. The intent is to build a user friendly, accessible, safe, secure, and healthy environment for the Probation staff and the public.
Location/Conceptual Site Plan
The new building will be sited on a portion of the twenty-one-acre County parcel located north of the Johnson Ave. and Bishop St. intersection in the City of San Luis Obispo. The site is currently occupied by several existing Health Agency facilities which shall remain occupied during the construction. The new Probation Department building shall be located behind the existing facilities, on an undeveloped portion of the parcel and will take access from Bishop St.

- Resolve significant inefficiencies of current, outdated main building and replace it with a new two-story 31,000+/- sf building that will be tailored to meet operational needs and will accommodate future departmental growth
- Consolidate departmental functions at one location to allow shared operations and reduce intradepartmental travel
- Upgrade department's physical infrastructure and systems to current state of the art
- Improve convenience and access for public clients.

The Project’s Request for Statements of Qualifications (RSOQ) for prospective Design-Build Entities was released through County Central Services on July 29, 2021. Submittals from interested firms will be due on September 13, 2021. For further information, the RSOQ document may be found here:

The County of San Luis Obispo held a Design-Build Entity Outreach meeting on June 24, 2021. Representatives from the County and the design and management team presented information about the project, the Design-Build delivery method and the Design-Build Entity selection process to be used for this project. The Board of Supervisor’s authorized the use of the design-build project delivery for the New Probation Department Building project. Design-Build will allow a single contract to be awarded for the design, engineering, permitting and construction of the project with a goal of providing the best value for the County.
