Groundwater Stakeholder Public Forum, Los Osos Basin Fringe Areas

The County of San Luis Obispo (County) is hosting a public forum to update the residents within the Los Osos Basin Fringe Areas (non-adjudicated areas) on several efforts, including the County’s recent formation of a Groundwater Sustainability Agency; the basin characterization study of the fringe areas; and the basin boundary modification process.


The Sustainable Groundwater Management Act (SGMA) required formation of groundwater sustainability agencies, and the development and implementation of groundwater sustainability plans over all high and medium priority basins, as designated by the State. The State designated the Los Osos Valley Groundwater Basin as a high priority Basin subject to critical conditions of overdraft. SGMA does not apply to the portion of the Los Osos Groundwater Basin that is at issue in the litigation (“adjudicated area”), provided that certain requirements are met. However, there are multiple “fringe areas” located outside of the adjudicated area, which are required to comply with SGMA.

This basin characterization study will provide key information needed to seek a basin boundary modification request through the State process in early 2018. Residents can support this study by participating in the groundwater data collection efforts and attending this meeting.
