The County of San Luis Obispo Department of Social Services in conjunction with the Department of Planning and Building are pleased to announce the availability of four (4) funding opportunities in response to the Coronavirus Pandemic (COVID-19).
On March 17, 2020, California Governor Gavin Newsom signed SB 89, which was approved unanimously by the state Legislature. SB 89 authorized a total appropriation of up to $1 billion to provide assistance to help fight the spread of COVID-19. On March 18, 2020, Governor Newsom’s Administration allocated $100 million in emergency funding from SB 89 to local governments to help protect this vulnerable population and reduce the spread of COVID-19 by safely getting individuals into shelter and providing immediate housing options. On March 23, 2020, the California Homeless Coordinating and Financing Council (HCFC) notified the San Luis Obispo County Continuum of Care that it will receive an allocation of $289,009 in COVID-19 Emergency Homelessness Funding. This funding will be administered by the County of San Luis Obispo Department of Social Services.
On April 8, 2020, the U.S. Department of Housing and Urban Development (HUD) notified the County of San Luis Obispo that it will receive an allocation of $1,099,800 in Community Development Block Grant (CDBG-CV) and $563,034 in Hearth Emergency Solutions Grant (ESG-CV) to be used to prevent, prepare for, and respond to the coronavirus. The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) authorized these allocations via, Public Law 116-136, which was signed by President Trump on March 27, 2020, to respond to the growing effects of COVID-19. CDBG-CV and ESG-CV funding will be administered by County of San Luis Obispo Department of Planning and Building.
On April 16, 2020, The California Department of Housing and Community Development (HCD) released a preliminary allocation of CA State ESG-CV funding available to the California Continuums of Care through the state’s allocation of ESG-CV funding through the CARES Act. The County of San Luis Obispo Continuum of Care will receive an estimated allocation of $468,000 in CA State ESG-CV funding. Funding was allocated to the Administrative Entity (AE) listed in the 2020 HCD ESG Continuum of Care NOFA. It is estimated that $421,200 of this funding will be available for application. This funding will be administered by the County Of San Luis Obispo Department of Social Services and is in addition to the ESG-CV funds that will be administered by the County of San Luis Obispo Department of Planning and Building.
The County of San Luis Obispo is holding a local Request for Proposals for agencies interested in applying for $1,099,800 in CDBG-CV and $563,034 ESG-CV funding administered by County of San Luis Obispo Department of Planning and Building and $289,009 in COVID-19 Emergency Homelessness Funding and $421,200 in CA State ESG-CV administered by County of San Luis Obispo Department of Social Services.

Any individual, group or organization wishing to apply for funding must apply to the County using the specific funding application. Applicants can apply for multiple funding programs.
Applications are due Friday, May 15, 2020 at 5 P.M. Applications may be submitted electronically to [email protected]. Paper copies may be mailed or delivered to the County of San Luis Obispo Department of Social Services, Attn: George Solis, at 3433 S. Higuera, San Luis Obispo 93403. Please note that due to the current COVID-19 emergency, the Dept. of Social Services building is open from 8 a.m. to 1 p.m., so paper copies must be delivered prior to 1 P.M. on Friday, May 15.
