Cal Vet Streamlines College Fee Waiver Process for Applicants Awaiting IRS Non Filing Letters

Optional form eases burden on Cal Vet College Fee Waiver applicants awaiting IRS non-filing letters.


The County of San Luis Obispo's Veterans Services Office continues to process California Department of Veterans Affairs (Cal Vet) College Fee Waiver (CFW) applications.  The popular benefit waives mandatory system-wide tuition fees at any State of California Community College, California State University, or University of California campus for eligible veteran dependents.  As the deadline for filing taxes was moved from April 15, 2020 to July 15, 2020, Cal Vet recognized the effect on applicants filing for the College Fee Waiver who would normally file non-filing letters.

Students applying for a Cal Vet College Fee Waiver under Plan B for academic year 2020-2021 AND claiming non-filing status for calendar year 2019, have the option of submitting form VSD-022, in lieu of the non-filing letter.  All other necessary documents are required. 

The form VSD-022 is an acknowledgement stating that the student may be asked to provide a complete copy of their non-filing letter, issued by the Franchise Tax Board or Internal Revenue Service after July 15, 2020, to the County Veteran Service Office.  The student must read and sign the acknowledgment IF they choose to submit the required documentation without a non-filing letter before July 15, 2020.
