Regional Housing Incentive Program (RHIP)
Adopted in October 2025, RHIP is a free program available to multifamily development projects in urbanized, unincorporated inland areas of the county. Builders can participate by either constructing affordable units or contributing to the regional housing fund, in exchange for development incentives such as increased height, reduced setbacks, and higher dwelling unit allowances.
