Retrofit-to-Build Program (Title 19) Certificate:

The Retrofit-to-Build Program (Title 19) requires new development that uses water from the Los Osos Groundwater Basin to retrofit older plumbing fixtures in existing homes and businesses to save twice the amount of water the new development will use, as specified in Title 19.07.042

For new dwellings, water savings must occur by retrofitting other properties with existing plumbing fixtures, washing machines, and hot water recirculation systems.

Retrofit-to-Build applicants for new structures must receive a water conservation certificate prior to building permit issuance. 

Retrofit-to-Build applicants for additions of 120 s.f. or more (including guesthouses) will have a building permit condition to retrofit plumbing fixtures within the existing structure with water-saving fixtures prior to building permit final.

Verification of Water Supply:

All new structures or uses that use water are required to verify a minimum water supply (Title 19.07.040). Acceptable forms of verification include:

• For public or domestic water system users: a letter from your water purveyor confirming “continue-to-serve”, “will-serve”, or “intent-to-serve” letter 
• For on-site well users: a well report documenting adequate availability of potable water 

Applicants must provide verification of water supply at time of land use permit and/or building permit application.

Verification of Wastewater Treatment:

All new structures or uses that use water require verification of wastewater treatment that meets Local Agency Management Program requirements and Estero Area Plan-Los Osos Urban Area Standards.  

Acceptable forms of verification include:

• For on-site septic or wastewater treatment system: attestation of existing or planned septic system that complies with all applicable regulations of the Local Agency Management Program (LAMP) and the Estero Area Plan  
• For Los Osos sewer: sewer continue-to-serve, will-serve, or intent-to-serve letter from the Department of Public Works. Contact Public Works for more information and include information about the stage of your project: [email protected]
