Mission

To evaluate and develop a wastewater treatment system for Los Osos, in cooperation with the community water purveyors, to solve the Level III water resource shortage and groundwater pollution, in an environmentally sustainable and cost effective manner, while respecting community preferences and promoting participatory government, and addressing individual affordability challenges to the greatest extent possible.

Project Updates

August 27, 2019: Valve Turning Ceremony for the Sea Pines Golf Resort Recycled Water Connection

There will be a valve turning ceremony to celebrate the completion of the first recycled water connection from Los Osos Water Recycling Facility to Sea Pines Golf Resort.  The event will take place on Tuesday, August 27, 2019, at 10:00 a.m. at Sea Pines Golf Resort intersection of Glenn Street and Howard Avenue in Los Osos and will include light refreshments.

The Los Osos Water Recycling Facility was designed to deliver highly treated wastewater for irrigation and other purposes to promote sustainability within the Los Osos Groundwater Basin. Sea Pines Golf Resort is the first connected to receive recycled water for irrigation use since the plant began operation in 2016. The recycled water they receive supplements up to 200,000 gallons of groundwater water per day, which would otherwise be pumped from the Los Osos aquifer.

Additional recycled water connections are planned for other high demand water users.


February 14, 2018: County Reaches Settlement Agreement with Los Osos Sewer Contractor

A Salt/Nutrient Management Plan has been prepared for the Los Osos Groundwater Basin.


October 19, 2017: Property Tax Information

This fiscal year, for the first time, those using the new Los Osos wastewater system will see the costs included on their annual property tax bills, which were recently mailed. One charge on the tax bills will repay the bonds issued for the construction costs. A second charge covers the costs of operating the sewer. This year is the first year that the full costs of the sewer have been billed on the tax bills, which is a much more efficient method of billing than having Public Works bill and collect separately, as was done last year. Residents should be aware that these costs are not tax-deductible even though they appear on the tax bills. Full explanations of the sewer project and related costs are available on the Property Tax Billing Information Page. In addition to the explanations on the web site, both Public Works and the Tax Collector’s office have staff trained and available to answer questions by calling (805) 788-6088 or submitting an eForm.


August 29, 2016: Public Workshop

A sewer lateral connection workshop for property owners in the Phase 3 connection area was held at the South Bay Community Center.  For more information, review the Powerpoint Presentation given at the meeting.


June 22, 2016: Baseline Groundwater Quality Report

Baseline Groundwater Quality Report was released to the Regional Water Quality Control Board. This was an additional requirement under the WDR R3-2011-0001. This report contains the latest Nitrate concentrations and Groundwater levels.


June 6, 2016: Public Workshop
