Open Position: Construction Division

An ideal construction resident engineer candidate should have the following experience:

  • Experience with inspection and contract administration of bridges, roadway, pavement overlay, surface treatment, ADA, water and wastewater facilities, earthwork, traffic signals and lighting, and underground utility construction projects.
  • Ability to understand, interpret, and adhere to technical specifications and plans.
  • Review of drawings and submittals for conformance with contract documents.
  • Familiarity with Caltrans Standard Plans and Specifications
  • Familiarity with preparing, negotiating, and executing Contract Change Orders
  • Familiarity with general construction methods and construction surveying.
  • Ability to schedule and manage project inspection and materials testing as needed.
  • Ability to generate quantity calculations to track Contract work items.
  • Experience with providing constructability reviews of construction documents

Open Position: Project Delivery Division – Transportation Team Engineer

The Project Delivery Division is currently recruiting for one Engineering Project Management position to lead transportation projects. We are looking for someone with well-rounded design, construction, and project management experience who wants to work with a wide range of stakeholders to get projects delivered. Willingness to learn, self-motivated, and the ability to work cooperatively within a multi-discipline team is highly desired.

In addition to the general Representative Duties for the Engineer Series, the position will fulfill several of the following functions: 

  • Ensure that projects are completed within scope, cost, schedule, and budget.
  • Ensure projects comply with Caltrans/FHWA funding criteria.
  • Provide technical oversight and project coordination of consultants and County staff performing engineering, environmental, and right-of-way work.
  • Prepare and/or coordinate designs, plans, quantities, specifications, and construction drawings that are fully permitted and ready for public bidding.

Some of the projects currently being managed by the Transportation Team include:

  • Avila Beach Drive at US 101 Interchange, Avila
  • Bob Jones Trail Project
  • Various highway safety improvement projects

Open Position: Wastewater Engineer – Utilities Division

The Division’s wastewater operations range from a newly commissioned state of the art 1 MGD class IV water recycling facility with a 100% reuse component to a 0.1 MGD aerated lagoon employing spray fields for treated water disposal.  The Division operates and maintains three wastewater treatment and five collections systems and a recycled water distribution system.

The Utilities Division is seeking a staff level engineer to assist and support professional level engineers by performing technical engineering work related to wastewater system operations, treatment, collections and recycled water distribution/management.  In addition, duties may include assisting with implementation of small capital improvement projects associated with the various wastewater systems managed by the Utilities Division. The ideal candidate has some experience with sewer systems planning and operations, is a self-starter, and values being part of a team.

Wastewater Engineers in the Utilities Division are responsible for:  

  • Managing wastewater projects, which involves development and tracking of scope, schedules and budgets; ensuring financial needs, environmental permitting, and other project requirements and constructability issues are addressed; and effective coordination and communication with staff of other divisions in the department and any external stakeholders;
  • Providing engineering support for continuous operations improvement of existing sewer collection system, wastewater processes, and recycled water infrastructure, which may include equipment troubleshooting, addressing process improvement needs; non routine maintenance or equipment “points of failure” evaluations and response; and wastewater or recycled water contract management support activities;
  • Completing, updating and/or implementing wastewater system master plans, capacity studies, future supply and demand analyses to identify needed capital improvement projects and any financing needs, advise the Program Manager on the issuance of will serves, and to provide information regarding needs to sub-regional and regional programs for grant opportunities and county-wide analyses;
  • Facilitation and support of stakeholder advisory committees related to the various wastewater systems.
  • Support for preparation of reporting to regulatory agencies.

Open Position: Water Systems Engineer – Utilities Division

The Utilities Division overall is responsible for the operation, maintenance, and capital improvements for our water, wastewater, flood control, and recycled water utility systems and the County’s water quality lab. The Water Operations Unit is responsible for two water treatment plants, four retail water distribution systems, three water supply dams and reservoirs, and four wholesale water distribution systems.

The Utilities Division is seeking a staff level engineer to assist and support professional level engineers by performing technical engineering work related to water system operations, water treatment, water distribution and reservoir operations. In addition, duties may include assisting with implementation of small capital improvement projects associated with the various water systems managed by the Utilities Division. The ideal candidate has some experience with hydraulics, pumps, and pipelines but more importantly an interest in water, a self-starter, and values being part of a team.

Water Systems Engineers in the Utilities Division are responsible for:  

  • Engineering support for the effective operations of existing water, reservoir, and flood management infrastructure;
  • Tracking water deliveries and requests, completing, updating and/or implementing water system master plans, modeling of existing systems, capacity studies, future supply and demand analyses to identify any needed capital improvement projects and any financing needs;
  • Support of stakeholder advisory committees related to the various water and reservoir systems;
  • Project management of operations and maintenance related projects.
