Functions of the Office

The Auditor-Controller-Treasurer-Tax Collector is the Chief Financial Officer for the County Government.

The Office enhances the public’s trust by acting as a guardian of funds administered for the County, cities, schools, and special districts and by providing an independent source of financial information and analysis.

The Auditor-Controller Division provides for all accounting and auditing functions of County government and serves as an independent source of financial information and analysis for the public, local governmental agencies, County departments, and all other stakeholders.  The division also provides financial reporting, including the Annual Comprehensive Financial Report.

The Treasury Division safeguards and invests County funds, including funds for school districts and other local agencies. The Treasury also provides information about investment performance.

The Tax Collector Division is responsible for issuing Secured (real estate) and Unsecured (businesses, boats, planes) tax bills. Online payments are available. The Tax Collector also issues County Business Licenses and collects Transient Occupancy Tax (TOT, or "Hotel Tax") in the unincorporated areas of the County. In 2018, the Tax Collector Division started collecting Cannabis Business Taxes (CBT).

The Public Administrator Division is responsible for administering the estates of deceased county residents when no other party is willing and able to administer these estates.

The Auditor-Controller-Treasurer-Tax Collector also offers a Whistleblower Hotline, for reporting fraud or waste within the County.
