Halcyon Road at Route 1 Phase 1 – Intersection Realignment
The purpose of this project is to implement interim intersection control measures at Halcyon Road and State Route 1, while the County evaluates long-term intersection control measures that would be completed under a future phase. The proposed interim improvements include the design and construction of a coordinated traffic signal system and associated roadway enhancements necessary to reduce the traffic delays and queueing currently experienced by users during peak travel periods.
Project Location
The project is located at the two intersections of Halcyon Road and State Route Highway 1, south of the City of Arroyo Grance and east of the town of Oceano.
Project Schedule
The County Board of Supervisors approved execution of a design contract in December 2024. Preliminary engineering was completed in December 2025, and 30% Geometric Approval Drawings will be completed in early 2026. The County anticipates having a 100% design package complete by the end of 2026 with construction anticipated to begin in 2027, subject to availability of funding.
