Sewer and Water Connections (Will Serve)
The County of San Luis Obispo provides water or sewer services for specific County Service Areas (CSAs). These services are managed through issuance of water/sewer Will Serve letters.

What is the process?
Submit a Request for Water/Sewer Will Serve Letter
Individuals requesting water or sewer service must complete a Water-Sewer Will Serve Letter Request Form.
Will-serve letters are a requirement set by the Planning Department and can only be issued once a project has been formally submitted and assigned a Planning Number. Because we do not receive project details until the Planning Department requests the letter, we cannot accept applications during the pre-planning stage.
Only requests associated with a valid Planning Number will be considered.

Verify Eligibility
District staff will verify the eligibility of the subject property to obtain service. Once approved, an estimate of fees will be provided.
Pay Fee
County Staff will send you directions on how to submit payment for applicable fees at the appropriate time.
Service Installation
Once your payment has been received, the district operator will proceed with the appropriate service installation.
PLEASE NOTE: Due to the potential for liability, all service line and/or water main installations must be performed by either District staff or a licensed contractor on contract with the County. An applicant for water service CAN NOT use their own contractor for these installations.

Fees are based on the location and diameter of the lateral connection.
