Is there a charge for this service?

If participant entry fee, vendors or not exempt per Title 13.08.055. General Encroachment Permit Fee applies.

If non-profit or tax exempt organization per Title 13.08.055, then no permit fee applies.

Please note if a permit fee is required, then it must be paid prior to any special event permit issuance. Fee can be paid per our online payment portal Citizens Connect or in person at the Public Works front counter.

This service is available throughout the year during regular business hours except during scheduled holidays.

Yes. Commercial General Liability Insurance is needed to all special events happening in County Right-of-Way.
 

Insurance Guidelines
Level of Risk Level Qualifications General Liability Required
Low
  • An approved detour is available
  • Event participants number less than 250
  • Expected spectator draw is less than 2,500
  • Event duration is normally one day
$1,000,000 (per occurrence)
Medium
  • An approved detour is available
  • Event participants number between 250 and 500
  • Expected spectator draw is between 2,500 and 5,000
  • Event duration is one or two days
  • Event includes alcohol sales in the ROW
$2,000,000 (per occurrence)
High
  • The event requires rolling traffic closures
  • The number of participants exceeds 500
  • Expected spectator draw of greater than 5,000
  • Grandstands, bleachers, or other structures for spectators, participants, or officials are erected on County ROW
  • Event duration continues for three or more consecutive days
  • Event includes alcohol sales in the ROW
