Now Available - Homeless Housing, Assistance and Prevention (HHAP-5) Regionally Coordinated Homelessness Action Plan
The County of San Luis Obispo Board of Supervisors have approved the HHAP-5 Regionally Coordinated Homelessness Action Plan (RCHAP).

In partnership with the U.S. Department of Housing and Urban Development (HUD), the County of San Luis Obispo uses federal funds to support and develop public services, affordable housing, and economic opportunities on the central coast. These community development efforts are currently guided by the priorities set in the 2020-2024 Consolidated Plan. The Consolidated Plan, its concurrent Action Plans, and the related block grants are administered by the Homeless Services Division.

2024 Action Plan
The County of San Luis Obispo is currently developing the 2024 Action Plan, which is the final year of the 2020-2024 Consolidated Plan. The 2024 Action Plan will be based on community feedback received through online surveys, submitted comments, and public hearings.
The following Public Notices related to the 2024 Action Plan and the 2020-2024 Consolidated Plan are currently available for public comment:
2024 Action Plan Draft Funding Recommendations - Affordable Housing
- The current draft recommendations allocate funding to the following projects:
- $1,220,037 to People’s Self-Help Housing for Rolling Hills III, a 28-unit housing project in Templeton for low-income families and individuals with on-site supportive services
- $228,641 to HASLO for Monterey Crossing Senior Apartments, a 56-unit community within a mixed use project in San Luis Obispo for low-income seniors
- $681,662 to HASLO for Arroyo Terrace Apartments for a 63-unit community within a mixed use project for low-income individuals and families

Proposed Amendments to the 2019, 2021, and 2023 Action Plans
- The County of San Luis Obispo is proposing admendents to the 2019, 2021, and 2023 Action Plans to redistribute funds from canceled projects and allocate them to other qualifying community development projects in the county.
- Below is a list of the projects that are proposed to receive funds:
- $65,986 for the Soto Field ADA Project IV in Arroyo Grande
- $171,554 to Sierra Bonita ADA Improvements in Paso Robles
- $25,901 to Santa Rosa Steet Barrier Removal in San Luis Obispo
- $9,640 to Quintana Road ADA Project in Morro Bay
- $126,822.31 to Cambria Pines Apartments in Cambria
- $126,822.31 to River Walk Terrace Senior Apartments in Paso Robles

What is the Consolidated Plan?
The County of San Luis Obispo's Consolidated Plan is a five-year strategic plan to identify housing and community development priorities that align and focus funding received from the United States Department of Housing and Urban Development (HUD) Community Planning and Development (CPD) to meet the needs of San Luis Obispo community members.
This plan helps prioritize the use of the following grant programs:
- The Community Development Block Grant (CDBG) Program helps develop urban communities by creating affordable housing solutions, suitable living environments, and economic opportunities.
- The HOME Investment Partnerships (HOME) Program develops and rehabilitates affordable home rental and home ownership for those in need by supporting affordable housing solutions and supporting rental assistance programs.
- The Emergency Solutions Grant (ESG) Program assists those experiencing homelessness by providing essential support services, rapid re-housing programs, and homelessness prevention activities.

The following priorities for the County of San Luis Obispo 2020-2024 Consolidated Plan were identified by public comment, needs assessments, and workshops conducted in 2019:
- Create housing opportunities for residents
- Reduce the number of individuals/families experiencing homelessness
- Create suitable living environments through public services
- Stabilize and revitalize neighborhoods through infrastructure projects
- Improve education and job readiness
Where Do These Funds Go?
The Consolidated Plan's funds are used across the County of San Luis Obispo by creating new affordable housing, assisting low-income households in maintaining and repairing units, and providing support services to those experiencing homelessness. Full list of 2022 funded activities and programs.
