About Board of Supervisors Meetings

The Board of Supervisors holds public meetings to consider County business, receive public comment, deliberate, and take action on items within the Board's authority. Board meetings are generally held on Tuesdays beginning at 9:00 a.m., unless otherwise noted on the agenda. Meetings are held in the Board of Supervisors Chambers, Katcho Achadjian County Government Center, 1055 Monterey Street, San Luis Obispo.

Each agenda identifies the items scheduled for consideration. Public comment is received when the Chair opens public comment for an agenda item. General public comment is also received for matters within the Board's jurisdiction that are not listed on the agenda.

The San Luis Obispo County Board of Supervisors welcomes and encourages public participation from all members of the community. Members of the public may attend in person, watch the live broadcast, submit written comments, or provide oral public comment during the meeting, either in person or remotely.

How to Participate in a Board of Supervisors Meeting

Members of the public may participate in Board of Supervisors meetings in the following ways:

  • Attend in person
  • Participate remotely
  • Submit written public comment
  • Watch the meeting

Time Limits: Public comments are limited to three minutes per speaker, unless the Chair announces a different time limit. Remote speakers receive the same time allotment as in-person speakers for each agenda item.

Before the Meeting: Review the agenda and identify the item(s) you would like to speak on.

Attend in Person

Members of the public may attend Board meetings in person in the Board Chambers. The Chair will open public comment for each agenda item and during the general public comment period for matters within the Board's jurisdiction that are not listed on the agenda. Request to Speak forms are available in the Chambers and should be submitted to the Clerk of the Board.

Participate Remotely

The County provides a remote oral public comment option for Board of Supervisors meetings through Zoom. Remote participation is audio only, and participants will not appear by video.

Important: Members of the public who wish to provide remote public comment must listen to the meeting through Zoom. The County's website livestream and cable broadcast may have a delay, and participants listening outside of Zoom may miss when public comment is opened or when they are called to speak.

Zoom Access Information: Refer to the posted meeting agenda for the Zoom meeting link, telephone number, meeting ID, and passcode.

If Joining by Computer, Tablet, or Smartphone: Use the "Raise Hand" feature in Zoom when the Chair opens public comment. When it is your turn to speak, staff will call on you and unmute your microphone.

If Joining by Telephone: Press *9 to raise your hand when the Chair opens public comment. When it is your turn to speak, staff will call on you and unmute your microphone. Press *6 to unmute your phone, if needed, and begin your comment.

Tips for Remote Speakers

  • Connect to Zoom before the item you wish to comment on is called.
  • Listen for the Chair to open public comment before raising your hand.
  • When called on, begin by stating your name for the record, if you wish to do so.
  • Speak clearly and limit your comments to the time announced by the Chair.
  • After your comment period ends, staff will mute your microphone.

Remote Access or Technical Disruption Policy: In the event the two-way telephonic service is disrupted so that individuals cannot attend the meeting via this method, the Board of Supervisors shall recess the meeting and make good faith efforts to restore the service. During this recess, the Board of Supervisors may meet in closed session, as applicable. The Board of Supervisors shall not reconvene the open session portion of the meeting until at least one hour following the disruption, or until the telephonic or internet service is restored, whichever is earlier. If after one hour the telephonic service has not been restored despite its good faith efforts to restore the service, the Board of Supervisors may continue the meeting provided it makes a finding by roll call vote that good faith efforts to restore the telephonic service have been made in accordance with this policy and that the public interest in continuing the meeting outweighs the public interest in remote access.

Submit Written Public Comment

Members of the public may submit written comments before or during the meeting. Written comments are distributed to the Board and become part of the official public record.

Written comments regarding an agenda item may be emailed to [email protected]. Please include the agenda item number in the subject line (e.g., Item No. 9).

If written materials, photographs, or other hard copy materials are presented or distributed during the meeting, a copy must be provided to the Clerk of the Board for the official record.

Watch the Meeting

Board meetings may be viewed live through Zoom, the County's online livestream, SLO Span, or cable channel 21. Members of the public who wish to provide remote public comment must participate through Zoom using the access information listed on the meeting agenda.

Board of Supervisors meeting dates, agendas, and supporting materials are available online.

Each agenda includes the date, time, and location of the meeting, along with instructions for attending and participating in that specific meeting.

The County Executive Office is responsible for preparing Board of Supervisors agendas. The order of business is arranged by the Chief Executive Officer and Board Chair, except for matters set for a specific time by the Board.

Board of Supervisors agendas are generally posted online six days prior to each meeting, and agenda packets are generally published online five days prior to each meeting. If you have questions about a Board agenda or agenda item, contact the County Executive Office at (805) 781-5011.

Reasonable Accommodations for Public Meetings

The County is committed to providing access to Board of Supervisors meetings. In compliance with the Americans with Disabilities Act (ADA), the County will make reasonable arrangements to ensure accessibility to Board of Supervisors meetings for persons with disabilities.

Language Assistance for Public Meetings

Board meetings are conducted in English. Members of the public who wish to translate a meeting into another language or receive interpretation provided by another member of the public may contact the Clerk of the Board/Executive Office for assistance with meeting related logistics.

Assistance may include, as determined by the County:

  • arranging space for one or more interpreters at the meeting location,
  • allowing additional time during the meeting for interpretation, and
  • allowing participants to use personal equipment or reasonably access facilities to use commercially available interpretation services.

The County is not required to provide interpretation for public meetings and is not responsible for the content or accuracy of interpretation facilitated, assisted with, or provided during a meeting.

Requesting Accommodations or Language Assistance

Requests should be directed to the Clerk of the Board/Executive Office as far in advance as possible, and preferably at least 72 hours before the meeting. Late requests will be accommodated to the extent feasible.

How Requests Are Handled

Upon receipt of a request, the Clerk of the Board/Executive Office will review the request promptly, clarify details if necessary, and provide a reasonable accommodation or an effective alternative when feasible.
