P1R2 Call For Projects (2025)
The Schedule and materials are available for the 2025 Call for Projects for the Prop 1, Round 2 IRWM Implementation Grant. Please see below for all relevant application timelines, requirements, documents and references.
Funding available is $1,000,000 with no minimum for DAC projects. This funding may be awarded to a single project or split between two projects. Only under extreme circumstances would a split between 3 projects be considered.
Timeline:
- September 3, 2025. Review draft Call for Projects at an RWMG meeting.
- September 8 – 29, 2025. Call for Projects is open (22 days).
- October 1 – 3, 2025. Eligibility Screening by staff.
- October 10, 2025 (Tentative), Project Showcase @ RWMG Meeting, 10am. Applicants will present projects to members and public stakeholders (more details below). Additionally, formation of an RWMG Working Group will be considered.
- October 13 – 14, 2025. Initial project scoring by staff-level team.
- October TBD. RWMG Working Group meeting to finalize scores and prepare a funding recommendation.
- November 5, 2025 @ RWMG Meeting, 10am – 12pm. Members to vote on the projects and funding recommendation by the Working Group for the DWR application.
- November 5, 2025 @ WRAC Meeting, 1:30pm – 3:30pm. Per our program MOU.
- December 9, 2025 (Tentative) @ Board of Supervisors. Staff to seek BOS authorization to submit amendment request to DWR.
Note: this schedule may be altered. All meetings will be noticed per the Brown Act.
Project Types and Funding Requirements:
- Eligible projects include, but are not limited to, water supply, flood control, water quality, groundwater, etc. For more details on this, please see the P1R2 Guidelines, starting on Page 10.
- Projects must have 2 quantifiable benefits: i.e. reduction in contaminants, increase of AF/YR, increase fire flow, etc.
- Project sponsors must show a funding match of 50% of project cost to be eligible.
- Funding for cost match must be non-State sources. Local funds, Federal grants & loans, and state loans are allowable. State grants or appropriations cannot be used for match.
Requirements for Submittal:
- Project Information Form (PIF)
- Objectives and Climate Change Worksheet
- Project Map
- No more than two (2) presentation slides that include basic project details, need for the project and requested grant amount (PPT or PDF format)

Project Scoring & Screening Criteria:
The Proposed Scoring and Screening Criteria for this replacement Call for Projects is based on the original 2022 P1R2 materials, with a few significant changes because the timeline for this funding opportunity is narrow. Full details are below in the "Draft 2025 P1R2 Scoring and Screening Criteria" document. Of specific note:
- The grant reimbursable window is expected to be March 2026 to March 31, 2027. Staff recommendation is that projects expect to be completed by December 31, 2026.
- Applicants that cannot show completion, or near-completion, of environmental documents, permitting, design, property acquisition, and funding are at risk of being screened out during the scoring process.
- Lastly, per DWR, because the City of Morro Bay, Oceano CSD, San Miguel CSD and the SLO County Flood Control and Water Conservation District have projects remaining in the Prop. 1, Round 2 Agreement, if these entities want to submit a project, or increased benefits for a funded project, these projects will be considered only if the general call for projects cannot meet the screening and eligibility requirements.
