A draft Paso Basin Land Use Planting Ordinance is now available for public review and comment from October 25, 2021 to November 24, 2021.


A draft Paso Basin Land Use Planting Ordinance is now available for public review and comment from October 25, 2021 to November 24, 2021.

The County Board of Supervisors directed the Department to prepare this ordinance on April 6, 2021 and approved funding for ordinance development on June 22, 2021.  Information on this ongoing project is available on the project site.

The draft includes two parts - ordinance amendments and General Plan amendments - that would require approval from the County Department of Planning & Building to plant new or expanded commercial crops irrigated from groundwater wells within the Paso Basin Land Use Management Area. An exemption is allowed for plantings with an estimated total water demand of 25 acre-feet per year (AFY) per site, including existing crops, with site defined as contiguous parcels under common ownership upon the ordinance effective date. The ordinance would not apply to dryland crops, existing crops, or non-commercial crops.
