Homeless Services at the County of San Luis Obispo facilitates a number of grant opportunities intended to bring more affordable permanent housing, interim and emergency housing solutions, supportive services, and housing loss prevention programs in San Luis Obispo County.

Active Grant Opportunities
2025 Continuum of Care Competition now open.
The County of San Luis Obispo is requesting applicants to register their interest for the FY 2025 Continuum of Care (CoC) Program competition administered by HUD (US Department of Housing and Urban Development), and will be accepting applications for renewal projects, transition projects, and new projects.
The CoC Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, Indian Tribes or tribally designated housing entities (THDEs) as defined in section 4 of the Native American Housing Assistance and Self-Determination Act of 1996 (25 U.S.C. 4103), and local governments to quickly rehouse homeless individuals, families, persons fleeing domestic violence, dating violence, sexual assault, and stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness. The CoC is a competitive grant.

The County will be conducting a local Request for Proposals process in order to select and prioritize projects to submit to the HUD for the CoC Competition. Any group or organization wishing to apply for grant funding must fist submit a Notice of Interest (NOI) for a project meeting the criteria established by HUD for the current competition. The competition is open both to applicants seeking to renew existing funding as well as new applicants seeking funding for eligible activities. Eligible activities include Permanent Supportive Housing, Rapid Rehousing, Transitional Housing, and Supportive Services Only projects. Additionally, there is bonus funding available for projects specifically serving households fleeing from domestic violence and for new projects. This NOI form is mandatory for program applicants. In addition to filling out the form, please also email a copy of your organization's Articles of Incorporation and your most recent, completed audit to [email protected] and indicate in your email the name of your organization and whether you are applying for a new grant, an expansion grant for an existing CoC grant-funded program or a renewal of an existing grant. Once we have received your form and confirmed your initial eligibility, we will send you the link for the Local Application and work with you to set up registration in HUD's e-snaps system once it is available. Additionally, applicants will be required to fill out an application in e-snaps once the application from HUD becomes available. This may occur after the local selection process is complete. Supplemental applications will be due by 5 PM on December 4.

COUNTY OF SAN LUIS OBISPO 2026 ACTION PLAN NOTICE OF FUNDING AVAILABILITY
The Department of Social Services Homeless Services Division is excited to announce the Notice of Funding Availability (NOFA) for the 2026 Action Plan is now available. The Neighborly Software Portal will begin accepting applications on Monday, September 15, 2025, at 8:00 a.m.
The Department of Housing and Urban Development (HUD) annually allocates the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and Home Investment Partnership Program (HOME) to meet community development needs. These funds can be used to address the needs of low- and moderate-income individuals by creating, preserving and maintaining diverse housing or shelter opportunities, reducing the number of individuals or families experiencing homelessness, building affordable housing, stabilizing and revitalizing neighborhoods, and increasing economic opportunities.
County General Funds may be used for homelessness-related programs and emergency shelters.
Eligible applicants for funds include private nonprofits, private for-profit entities (economic development activities only), governmental agencies (such as a public housing authority or a park district), and units of general local government (such as a city participating in the urban county). Applicants should refer to the NOFA for specific information on eligible projects.

Notice of Request for Proposals
The County of San Luis Obispo Department of Social Services Homeless Services Division is pleased to announce the release of the August 2025 Request for Proposals (RFP) for $6.5 million in funding for housing and homelessness serving programs.
The funding available through this RFP includes both State and County sources. State sources include California Department of Housing and Community Development (HCD) Emergency Solutions Grants (ESG), Permanent Local Housing Allocation (PLHA), and Homeless Housing, Assistance and Prevention (HHAP) Rounds 4 and 5. County funding includes $2.5 million in Supplemental General Funds.
The RFP was amended on September 8, 2025, to inform prospective applicants of revised dates for the Homeless Services Oversight Council (HSOC) and Board of Supervisors approval processes.
