The Homeless Services Division was established within the Department of Social Services on August 9, 2022, following the approval of the San Luis Obispo Countywide Plan to Address Homelessness by the Board of Supervisors. Full staffing and operational capacity is expected during the summer of 2023.
San Luis Obispo Countywide Plan to Address Homelessness
On August 9, 2022, the County Board of Supervisors approved a plan to curb homelessness by 50% in 5 years. The plan represents months of collaboration and input from those affected by homelessness in San Luis Obispo County, including the public, various agencies, non-profits, and other community stakeholders.

NOTICE OF A NEEDS ASSESSMENT HEARING TO RECEIVE PUBLIC REVIEW AND COMMENT TO PRIORITZE GOALS FOR THE 2026 ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIP PROGRAM, AND EMERGENCY SOLUTIONS GRANT ADMINISTERED BY THE URBAN COUNTY OF SAN LUIS OBISPO.A hearing will be held to prioritize goals for the 2026 Action Plan allocating federal grant funds. The Urban County of San Luis Obispo which includes the cities of Arroyo Grande, Atascadero, Morro Bay, Paso Robles, Pismo Beach, San Luis Obispo, and the County of San Luis Obispo is inviting interested persons to attend a public hearing discussing county housing and community development needs which may be addressed through Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), and the Emergency Solutions Grant (ESG). The purpose of the hearing is to provide the public with an opportunity to express their views prioritizing the goals for the use of federal funds. The results of the Community Needs Assessment Survey will be presented during the hearing.
CDBG funds can be used for housing, public facilities, and public service activities that benefit low-income persons. HOME funds are used to support affordable housing projects for low-income families. ESG funds support homeless shelters, domestic violence shelters, homelessness prevention and rapid re-housing programs.
Draft results of the Community Development Needs Assessment Survey are available online at slocounty.gov/CommunityDevelopment. Public comments may be submitted to [email protected]. The last day to submit public comments by email is December 7, 2025.
The Needs Assessment Hearing will be held before the County of San Luis Obispo Board of Supervisors on December 9, 2025.
