Planning Commissioner

Anne Wyatt


Anne is a planning consultant with specialties in affordable housing, historic preservation and sustainable mobility. She is Executive Director at Smart Share Housing Solutions, a San Luis Obispo County non-profit affordable housing developer. She writes on housing and housing policy and has been a frequent contributor to the national magazine Planning. She currently serves on several volunteer boards, including the Casita Coalition, National Shared Housing Resource Center and Friends of the Bob Jones Trail. She received a bachelors in urban studies and planning from UC San Diego and a masters in planning from Cal Poly. This is her second term on the County Planning Commission, serving 4 years starting in 2007 and rejoining in 2023.


David Cheney 
Parks Commissioner

David moved to Los Oso in 2019 after a career in Washington, working on science and technology policy issues. He has a bachelors in geology and biology from Brown University, a masters in Technology and Policy from MIT, and a PhD in Public Policy from George Mason University.  

An avid swimmer, cyclist, hiker, and golfer, he has a strong interest in the health of the county’s parks. He is a member of the Los Oso Community Advisory Council (LOCAC) and volunteers with the Friends of the Elfin Forest and with the Black Hill Gang to maintain trails in the Montana de Oro and Morro Bay state parks.

Lesley Santos
Civil Service Commissioner 

Lesley Santos has dedicated her professional career to helping business and organizational leaders manage change and achieve strategic goals. Currently, Ms. Santos is an Agency Business Consultant for Farmers Insurance. In this role, she is responsible for coaching and supporting more than 30 independent agency owners throughout San Luis Obispo and North Santa Barbara Counties in their marketing management, human resource development and sales performance objectives.

Prior to joining Farmers Insurance, Ms. Santos was the founder and CEO of Spokes, a San Luis Obispo-based nonprofit organization that offers management consulting, training and educational resources to aid nonprofits in fulfilling their missions. As the leader of Spokes, she worked closely with board members and staff of more than 130 area nonprofit organizations.

She looks forward to contributing her skills and experiences towards increasing efficacy, growth and job satisfaction among members of the County of San Luis Obispo’s workforce.

Ms. Santos  is a very proud mother of two daughters, lives happily in San Luis Obispo County with her partner, Trevor, loves reading historical fiction and short stories, and, in her never-ending quest to learn, is currently working to master flip-turns in the pool.
