Services

Adult Protective Services Program (APS)

Adult Protective Services Program provides emergency intervention to dependent adults and seniors. We investigate allegations of abuse, intervene when necessary, and provide community resources and education.

APS Services are voluntary: an elder or dependent adult may refuse or withdraw consent to services at any time to the preventative and remedial services offered by APS.

APS is not intended to interfere with the lifestyle choices of elders and dependent adults, nor is the intent to protect those individuals from all consequences of such choices.

In-Home Supportive Services (IHSS) Program

The In-Home Supportive Services (IHSS) Program helps pay for services provided to aged, blind, or disabled individuals who are limited in their ability to care for themselves and cannot live at home safely without in-home care. IHSS is considered an alternative to out-of-home care, such as nursing homes or board and care facilities.

Some services that can be authorized through IHSS include: housecleaning, meal preparation, laundry, grocery shopping, personal care services (such as bowel and bladder care, bathing, grooming and paramedical services), accompaniment to medical appointments, and protective supervision for the mentally impaired.

Public Authority is responsible for providing enrollment services for new caregivers, managing background screenings with the Department of Justice and providing registry services to assist IHSS recipients in finding caregivers.

CDA Local Aging and Disability Action Planning Program Grant (2023-2025)

By 2030, 10.8 million Californians will be an older adult, making up one-quarter of the state's population.

In 2023, The County of San Luis Obispo Department of Social Services was awarded funding to continue development of a plan that ensures all residents have access to the resources and services that will allow them to live with dignity. This planning process brings together community and supportive organizations to meet the needs of SLO County's older adults, people living with disabilities, and professional and family caregivers of today and tomorrow. This project is held in collaboration with the Adult Services Policy Council (ASPC) Advisory Committee and YOU the members of our SLO County community!

BACKGROUND

All Californians should have the opportunity to age with dignity in the setting of choice, regardless of age, disability, race, ethnicity, immigration status, religion/faith, income, geography, sexual orientation, gender identity, language, or family status.

To meet the needs of the growing population of older adults and people with disabilities, as well as ensure that California harnesses their contributions and value, Governor Newsom issued an Executive Order (EO) in June 2019 calling for the creation of an MPA for the state (EO N-14- 19). The EO affirmed the priority of the health and well-being of older Californians and the need for policies that promote healthy aging and called for a “blueprint” for state government, local government, the private sector, and philanthropy to prepare the state for the coming demographic changes and to continue California’s leadership in aging, disability, and equity.
