Homeless Services at the County of San Luis Obispo facilitates a number of grant opportunities intended to bring more affordable permanent housing, interim and emergency housing solutions, supportive services, and housing loss prevention programs in San Luis Obispo County.
Housing and service providers are encouraged to review and apply to available and applicable funding opportunities.

County of San Luis Obispo 2025 Action Plan Notice of Funding Availability
The Department of Social Services Homeless Services Division is excited to announce the Notice of Funding Availability for the 2025 Action Plan.
The Department of Housing and Urban Development annually locates the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership Program (HOME) to meet community development needs. These funds can be used to address the needs of low- and moderate-income individuals by creating, preserving and maintaining diverse housing or shelter opportunities, reducing the number of individuals or families experiencing homelessness, building affordable housing, stabilizing and revitalizing neighborhoods, and increasing economic opportunities.Permanent Local Housing Allocation (PLHA) funding from the California Department of Housing and Community Development can be used for housing-related projects and programs that assist in addressing unmet housing needs. County General Funds may be used for homelessness-related programs and emergency shelters. Title 29 Affordable Housing Funds are eligible for affordable housing projects in designated areas within the county.
2025 Action Plan - Request for Proposals
Eligible Applicants
Eligible applicants for funds include private nonprofits, private for-profit entities (economic development activities only), governmental agencies (such as a public housing authority or a park district), and units of general local government (such as a city participating in the urban county).
How to Apply
Applications are accepted electronically via Neighborly Software only. The Action Plan NOFA scoring rubrics and application documents are available in the Action Plan 2025 folder under Documents in the left column.
New users must first register in their account on Neighborly before accessing the participant portal.

Application Deadline
The application in Neighborly including all required attachments must be submitted by October 6, 2024, 11:59pm.
Grant Information Session
An applicant workshop for all prospective applicants will be held via Zoom on September 6, 2024, from 1:00pm - 2:00pm. Attendance is optional. Attendees will be informed of grant specific requirements and have an opportunity to ask questions.

Applicant Software Training Session
An applicant software training workshop for all prospective applicants will be held via Zoom on September 12, 2024, from 9:00am - 10:00am. The applicant software training workshop is required to learn how to submit an application via the Neighborly software portal. The training will be recorded, however, applicants are strongly encouraged to attend the live training session.

San Luis Obispo County Continuum of Care Program Competition Grant - Request for Proposals
The purpose of this federal funding is to support regional efforts to address homelessness through supportive services, housing solutions, and other homelessness assistance programs. The deadline for applications was Friday, September 6 at 2pm.
For this grant opportunity, the San Luis Obispo County Continuum of Care will be compiling the selected grant applications into a single consolidated application from the SLO County CoC to the U.S. Department of Housing and Urban Development (HUD).
On September 11, 2024, a non-conflicted grant review committee reviewed, scored and recommended project applications for the FY 2024 HUD CoC Program Competition.
The Homeless Services Oversight Council (HSOC) met on September 18, 2024, and reviewed and voted to recommend the projects to the County Board of Supervisors. The item will go to the Board of Supervisors on October 8, 2024.
