Homeless Services at the County of San Luis Obispo facilitates a number of grant opportunities intended to bring more affordable permanent housing, interim and emergency housing solutions, supportive services, and housing loss prevention programs in San Luis Obispo County.

Notice of Request for Proposals
The County of San Luis Obispo Department of Social Services Homeless Services Division is pleased to announce the release of the Homeless Housing, Assistance and Prevention Round 4 (HHAP-4) Prevention and Shelter Diversion Program Request for Proposals (RFP) for $464,470 in funding to serve community members who are at imminent risk of homelessness.

Applications are accepted electronically via Neighborly Software only.

2025 Continuum of Care Competition Process

| November 13 | The U.S. Department of Housing and Urban Development (HUD) published the Notice of Funding Opportunity (NOFO) for the 2025 CoC Competition on November 13, 2025. You may download a copy of the full announcement here: https://www.grants.gov/search-results- detail/360861. |
| November 18 | The County held an initial information session for applicants on November 18, 2025 at 3 PM. Copies of the Power Point presentation are available upon request. If you have any questions about this form, please contact us at [email protected]. |
| November 21 | The County will conduct a local Request for Proposals (RFP) process in order to select and prioritize projects to submit to the HUD for the CoC Competition. Any group or organization wishing to apply for grant funding must first submit a Notice of Interest (NOI), released November 21, 2025 for a project meeting the criteria established by HUD for the current competition. The Notice of Interest is here: https://forms.office.com/g/1UPBd9UXMD. Please also email a copy of your organization's Articles of Incorporation and your most recent, completed audit to [email protected] and indicate in your email the name of your organization and whether you are applying for a new grant, an expansion grant for an existing CoC grant-funded program or a renewal of an existing grant. Once we have received your form and confirmed your initial eligibility, we will send you the link for the Local Application and work with you to set up registration in HUD's e-snaps system once it is available. |
| December 4 | Applicants will be required to fill out an application in e-snaps once the application from HUD becomes available. This may occur after the local selection process is complete. Supplemental applications will be due on December 4, 2025 by 5 PM. |
| December 8 – 10 | On December 8 – 10, 2025, a non-conflicted Grant Review Committee scored and recommended projects to be included in the San Luis Obispo County Continuum of Care’s application for FY 2025 HUD CoC funding. |
| December 15 | On December 15, 2025, the Executive Committee of the Homeless Services Oversight Council voted on the Grant Review Committee’s recommendations (see table below) and will submit recommended projects for a vote by the County Board of Supervisors on January 6, 2026. HUD withdrew the NOFO on December 8 and has indicated that they plan to reissue the NOFO after making edits. Additionally, two lawsuits have been filed in U.S. District Court to challenge the NOFO. Therefore, these rankings are conditioned on a) the NOFO being reissued, b) the County determining that the revised NOFO should not necessitate reopening the competition, and c) the Court or Congress do not take action that would impact the competition. |
