The Homeless Services Division was established within the Department of Social Services on August 9, 2022, following the approval of the San Luis Obispo Countywide Plan to Address Homelessness by the Board of Supervisors. Full staffing and operational capacity is expected during the summer of 2023.
San Luis Obispo Countywide Plan to Address Homelessness
On August 9, 2022, the County Board of Supervisors approved a plan to curb homelessness by 50% in 5 years. The plan represents months of collaboration and input from those affected by homelessness in San Luis Obispo County, including the public, various agencies, non-profits, and other community stakeholders.

2026 Action Plan Draft Funding Recommendations for Affordable Housing Projects Using CDBG and HOME funds
The Urban County of San Luis Obispo has released draft Affordable Housing funding recommendations for the 2026 Action Plan pursuant to the requirements of the U.S. Department of Housing and Urban Development (HUD). The draft Affordable Housing Projects are recommended to receive funding through the 2026 Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME).
The Draft Affordable Housing recommendations for the 2026 Action Plan are available for a 30-day public review and comment period. The last day for public comments by email is February 1, 2026. A public hearing to request approval for the draft funding recommendations for Affordable Housing Projects will be held before the County Board of Supervisors on February 3, 2026. The public may provide comments during the public hearing.

Allocation of Prior Year Fund
The 2026 Notice of Funding Availability (NOFA) included CDBG funds from prior years that became available through program income. Monterey Family Apartments was recommended for 2026 CDBG funding in the amount of $420,380, in addition to HOME funds.
Staff recommend using these prior-year CDBG funds now to support the 2025 Monterey Family Apartments project, rather than waiting for the 2026 Action Plan. With Board approval, these funds would be allocated immediately, ensuring timely use of available resources. These CDBG funds will not be part of the 2026 Action Plan.
