Animal Services Facility

Construction was completed in the early Summer of 2022, after experiencing some delays related to supply chain materials and equipment. Animal Services Staff is now moved into the new facility and a ribbon cutting ceremony took place on September 21, 2022. The new facility was a Team effort in Design-Build between the County, Kitchell (Construction Management), Swatt Meiers (Design Architect), F&H Construction, LDA Partners (Architect of Record), and many other local consultants and subcontractors, such as: Thoma Electric Inc., Cannon, Boneso Brothers, Earth Systems and others. Total budget for the project is $20,348,740.

Design Build Informational Meeting

The County of San Luis Obispo is planning to release a Request for Statements of Qualifications to Design-Build entities in August 2018 who are interested in proposing on the Design-Build project delivery for the County’s Animal Services Facility project. The County discussed the project along with the Design-Build delivery method and the Design-Build entity selection process to be used for this approximately $10 million construction project on July 31, 2018. The Board of Supervisors Approved Amendment No. 2 with the Cities of Arroyo Grande, Atascadero, Grover Beach, Morro Bay, Paso Robles, Pismo Beach and San Luis Obispo for reallocation of construction and financing costs for the new Animal Services Facility, and Awarded a Design-Build contract to F&H Construction

April 23, 2019

The Board of Supervisors authorized issuance of the Request for Proposal (RFP) to the top three ranked Design-Build Entities.  Ranking of submittals received in response to the RSOQ was based on the scoring process described in the RSOQ.

August 28, 2018

The Board of Supervisors authorized the Director of Public Works to issue the project’s Request for Statements of Qualifications (RSOQ) to interested Design-Build Entities.  This was the first step in the two-step Design-Build selection process.

June 19, 2018

The Board of Supervisors approved Amendment #1 to the Memorandum of the Agreement with the Cities of Arroyo Grande, Atascadero, Grover Beach, Morro Bay, Paso Robles, Pismo Beach and San Luis Obispo for the allocation of construction and financing costs.

November 7, 2017

The Board of Supervisors was to consider authorizing the advertisement of the “Request for Statement of Qualifications” in order to pre-qualify prospective Design-Build Entities.  The Board elected to defer the authorization since the Cities of Paso Robles and Atascadero opted out of the project.  Board created an Ad Hoc committee to negotiate with Paso and Atascadero.

The Board of Supervisors received an update on the progress of the project, reviewed conceptual site and floor plans and provided input on value-engineering items.

February 28, 2017

The Board of Supervisors approves a capital improvement project for a new Animal Shelter, approved a consultant services agreement for CM-PM services to establish project requirements for a design build project process, and authorized budget adjustment totaling $1,741,600 to fund the project thru the preliminary design and DB selection process.

April 12, 2016

The Board of Supervisors adopted a pilot design build project delivery method for the New Animal Services Facility at the County Operations Center.

April 7, 2015

The Board of Supervisors received a report regarding options for improvements to the County’s Animal Shelter.  The Board directed staff to proceed with recommendations for a new animal shelter project.
