Prohousing Designation Program Application

Project Summary

The Prohousing Designation Program established by the State in 2019 provides incentives to cities and counties in the form of additional points and/or other preference in the scoring of competative housing, community development, and infrastructure funding programs administered by the State Department of Housing and Community Development (HCD).  A draft County Prohousing Designation Program application is available for a 30-day public review period from March 25 - April 24, 2024 and is scheduled for Board of Supervisors consideration on June 18, 2024.

Project Details

The Prohousing Designation Program established by the State in 2019 provides incentives to cities and counties in the form of additional points and/or other preference in the scoring of competitive housing, community development, and infrastructure funding programs administered by the State Department of Housing and Community Development (HCD). Local agencies awarded the Prohousing Designation are also eligible to apply for new Prohousing Incentive Pilot Program grant funding, which had $9.5 million available for FY2023-2024.

HCD is accepting new Prohousing Designation Program applications for review on a rolling basis. The HCD scoring system assigns points for “Prohousing” actions within 4 categories:

  1. Favorable zoning and land use;
  2. Acceleration of housing production timeframes;
  3. Reduction of construction and development costs; and
  4. Providing financial subsidies.

To be eligible to receive Prohousing Designation, local agencies must have a minimum of 30 points total and at least one point within each category based on this HCD scoring system.

A draft Prohousing Designation Program application for the County is available for a 30-day public review period from March 25 – April 24, 2024.

This application is scheduled for Board of Supervisors consideration on June 18, 2024 to authorize submittal to HCD.
