The Homeless Services Division was established within the Department of Social Services on August 9, 2022, following the approval of the San Luis Obispo Countywide Plan to Address Homelessness by the Board of Supervisors. Full staffing and operational capacity is expected during the summer of 2023.

On August 9, 2022, the County Board of Supervisors approved a plan to curb homelessness by 50% in 5 years. The plan represents months of collaboration and input from those affected by homelessness in San Luis Obispo County, including the public, various agencies, non-profits, and other community stakeholders.

Now Available for Public Review & Comment - Draft 2024 Action Plan
The Urban County of San Luis Obispo prepared a summary of draft funding recommendations for the 2024 Action Plan pursuant to the requirements of the U.S. Department of Housing and Urban Development (HUD).
The Action Plan describes activities proposed for HUD funding through 2024 Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnership (HOME), HOME Investment Partnership American Rescue Plan (HOME-ARP) as well as state Permanent Local Housing Allocation (PLHA), and local General Fund Support (GFS).
An Action Plan Hearing on the draft funding recommendations for the Affordable Housing Projects was held before the County of San Luis Obispo Board of Supervisors on February 6, 2024.
The Draft 2024 Action Plan is available online at slocounty.gov/homeless for 30-day public review and comment. The last day to submit a public comment is April 6, 2024.
A public Action Plan Hearing will be held before the County of San Luis Obispo Board of Supervisors on April 9, 2024, to solicit additional feedback and comments prior to approval of the 2024 Action Plan.

CDBG-DR Public Meeting Notice
The California Department of Housing and Community Development (HCD) will be hosting a Public Meeting to discuss the Draft Action Plan for Disaster Recovery - San Luis Obispo County Residents Impacted by January 2023 Winter Storms.
As a result of the January 2023 winter storms, flooding, landslides, and mudslides, the State of California received $115,022,000 of Community Development Block Grant – Disaster Recovery (CDBG-DR) funds to address disaster impacts and mitigate future disasters. The CDBG-DR funding must be spent within areas impacted by the disaster, including Merced, Santa Cruz, San Luis Obispo, San Joaquin, and Ventura Counties.
HCD will discuss the proposed CDBG-DR housing and mitigation programs, and the budget and funding timeline at the public meeting:
