Tax Savings Accounts (FSA & HSA)

All employee contributions to a Flexible Spending Accounts (FSA) or Health Savings Account (HSA) are made from pre-tax earnings, lowering your taxable income, and increasing your disposable income. The County offers three types of FSAs: Healthcare FSA, Dependent Care FSA and a Limited Purpose Dental and Vision FSA for HDHP/HSA Enrollees Only. Each tax savings account has unique qualified expenses, rules and eligibility to participate. All the FSAs & the HSA are administered by Benefits Coordinator Corporation (BCC). Participants will have access to their funds via a debit card, an online platform and mobile app.

How the FSA works:

  1. Select an annual contribution amount up to the year limit; this amount will be divided evenly and deducted each pay period in the calendar year. Click here to calculate your tax savings when you contribute to a FSA.
  2. The plan maximum for an FSA account is $2,700.
  3. You cannot change the contribution amount you select during Open Enrollment unless you have a qualified change in family status.
  4. All eligible expenses must occur in the calendar year.
  5. You can roll over up to a maximum of $550 of your remaining unused Healthcare FSA balance from one calendar into the next calendar year. Any remaining balance exceeding $550 is use it or lose it. The roll over does not apply to the Dependent Care FSA.
  6. You have until March 1st of the following year to submit approved receipts for reimbursement.
  7. FSA funds can be used for you, your spouse, and your tax dependents only.
  8. Each Open Enrollment you must take action to elect your annual contribution amount for your FSA for the next year. Your previous year election will NOT roll-over.

How the HSA works:

  1. You select an annual contribution amount up to the year limit; this amount will be divided evenly and deducted each pay period in the calendar year.
  2. You will receive a notification in the mail from Avidia Bank, the third party provider for your HSA asking you to take action to open your HSA. Your payroll deductions will not begin until the pay period after your HSA bank account has successfully been opened.
  3. You can change the contribution amount you select during Open Enrollment at any time. Just visit www.BenXcel.net, click "Initiate a Qualifying Event," and select option 9, "HSA Contributions Update."
  4. Your unused HSA balance rolls over year to year, so the expense does not have to occur in the same calendar year as the contribution.
  5. You have until March 1st of the following year to submit approved receipts for reimbursement.
  6. HSA funds can be used for you, your spouse, and your tax dependents only.
  7. Each Open Enrollment you must take action to elect your annual contribution amount for your HSA for the next year. Your previous year election will NOT roll-over.
